If it was a pint of beer and the froth was like that down the glass….it’s the sign of a well pulled good beer.
If it was a café con leché with the milk froth on the side of the cup…..it’s a sign of a good coffee.
So I think your scummy tea is far from that….it’s the sign of a good cuppa!

Its the staining from the teabag just like staining from a cigarette.
If you don't like the staining I always use a bit sterilizing fluid and cold water brings your cutlery and cups looking like new. I even use it on my mop and mop bucket

It comes off with a bit of elbow grease when washing up it just don't look nice when you give visitors a cuppa. Perhaps easier to give them alcohol

You say filtered, but how? If its a reverse osmosis filter system (5 filters) then it shouldn't be the water or if its a brita filter.. Anything less it will leave particles which will contribute to tea scum.. Have only used semi skimmed for years myself so it could be full fat not helping.. Or as you suggest, alcohol is king
