Current UK cases is 21.6 if it doesnt go above 50 by next Thursday then travel from the UK will be opened up. And yes Spain is on Amber as metioned by Daz 2 tests and 10 day quarantine on return to UK though
The point is it does not matter what the EU or the Spanish Government say or do the decision on UK RESIDENTS leaving the UK is the decision of the UK government and no one else's

Rightly, correct - and, hopefully, any UK resident entering Spain will already have carefully considered their compliance with that law before even entering the departure port
(UK law, fineable - if they did not have adequate & sufficient reason for doing so. . )

If Spain / eu allow brits, no laws are being broken if people travel to Spain, as long as tests and isolation etc are followed on returning, I for 1 will be booking my flight paying for my test, getting correct travel insurance and willing to isolate on return.

People can travel to Amber listed countries, just the government would rather you didn't, but no law, if Spain allows and we travel to Spain as long as we follow the return rules, no fines or laws broken

You are aware that Spain has banned all non essential travel from UK until 31st May I hope?
If you aren't a citizen or resident (with proof) or have one of the essential reasons (which have been posted several times) then you could be turned back at either the UK airport or at the Spanish border when you arrive.
This has happened to quite a few people so do you really want to take the chance?

Naturally, you are substantially correct in the factual essentials (for Brits) when you said

The ridiculous point is the oddity of the exclusions.

Since Brexit, the UK is considered a non-EU country, therefore, according to the Orden INT/420/2021.
- British citizens (as 3rd country nationals) can't travel to Spain at the moment, in general terms.
- EU citizens and their relatives -including British ones-, can.
This is a temporary regulation which restricts 3rd country nationals entering Spain for public health reasons due to the COVID-19 health crisis.
The extract is the translation provided on the consular site - but the emphasis is mine
That would mean I, a Brit, could enter Spain with my Irish Wife, today (inoculated or otherwise)
The great strength and support that my Irish Wife is, - the marriage does not convey me with Covid immunity.
(Hopefully the 2nd insulation jab will have provided that. )
Forgetting any of the laborious Brexit arguments, the principal of unrestricted access for EU citizens has been a contradiction of the idea that restricted access has provided protection to the Spanish population - (in anything but a limited way)
- e.g. French, Belgian, Italian and German infection rates in certain regions, at their high points, easily matched come of the worst British rates.
If, and when - (after 31st May), - we do visit - we will comply with all the requirements and laws, both UK & Spanish.

I'm in the same boat as you Janetg.
Quite happy to pay for necessary tests both ways, quarantine for 10 days upon my retrn to UK.
I had a seat booked on the flight yesterday Morning from Manchester, even though that was against the law...
But I'm still in the UK.
Not because of anything the UK government has done, I can deal with that, and happy to do as asked upon return.
I'm still in the UK quite simply because Spain still does not allow anyone from 3rd Countries into Spain unless they are resident, or from a 3rd Country on Spain's allowed list, currently until at least the end of May
As much as the media are loving whipping up hysteria about Boris not putting Spain on the green list, Boris isn't the obstacle. He can put Spain on the Green list, He can even pay for your return flight.
But, It will make no difference whatsover until Spain opens its borders to non Residents.

Spain will be open to the UK by the end of this month.
I doubt that's even in question.
The EU are meeting next Mon to discuss opening all of the EU/ Schengen borders, and any wishing not to to do, will need to justify their reasoning or be heavily fined by the EU.
They are all desperate for tourism and pulling out all stops to make this happen. The EU travel certificate is already under trial and also due out in June.
Just wait another couple of weeks and the borders will be open for the UK.
Only the UK will retain its overly cautious restrictions.

Yes, the Indian varient is on the horizon, but there will always be new varients and always potential risks.
We just need to start to live with this or we will be permanently locked down as a country and go bankrupt. The Government nor the EU will allow this to happen. So borders, travel and tourism will resume.
