But how about those people in countries that are not as advanced in their vaccination programme? How about those people who cannot have the vaccination? Do you expect them to shelter just so tourists can have their fortnight in the sun?
Let’s just hide them away like we did with lepers, in the Middle Ages and the mentally ill, in Victorian times!

Entirely reasonable question - (and I hope that mine is taken that way, it is intended respectfully and without being contentious)
Do you expect "them" to "hide away" from the Spanish visitors (maybe homeowners) coming in from the rest of Spain - or the EU "second homeowners" (not holidaymakers but not permanent Spanish residents) from, for example, France/Belgium/Germany or The Netherlands?
I am not pretending to have the answer - but I am interested as to how protection will ever become universal.

Protection will never be universal and the virus won't go away, hence learning to live a normal life with it.
The vaccine has proven to be highly effective so yes, anyone offered it who refused, then I don't give a dam about them.
If someone can't have a vaccine for medical reasons, then a GP could provide them with a certificate and negative test to make them exempt and they would probably get by due to mass immunity. In fairness what else can they do, or indeed the government without staying locked up forever.
Those waiting vaccines stick with getting negative tests for travel.
But as far as refusing it just on personal grounds, no, that's a choice and if you can't travel or indeed get infected and die, why is that anyone else's problem. The world cannot stop just for the few.

OK, I am with you on all of that - especially the bit on those turning down vaccination by choice (not for a proven medical reason)

So..... can I fly in Friday 21st? From Uk, had vaccination. To do maintenance on my property but with no pcr test.

Since Brexit, the UK is considered a non-EU country, therefore, according to the Orden INT/420/2021.
- British citizens (as 3rd country nationals) can't travel to Spain at the moment, in general terms.
- EU citizens and their relatives -including British ones-, can.
This is a temporary regulation which restricts 3rd country nationals entering Spain for public health reasons due to the COVID-19 health crisis.
