If those are the rules those are the rules. If people choose not to abide by them then they deserve to be fined. It amount needs to high for the deterrent to work

What is the protocol for people coming 'From' a safe zone (at the moment at least), Rogeland in Norway, thru Schipol (in Amsterdam, there for 1 hour 15 mins). Yes, you did post that question on the other thread. I also answered it on the other thread as well.
Why would a PCR test from Norway not mean anything to Spain? What would people from non-exempt parts of Norway do?
As long as it's within 72 of arrival in Spain then it will be accepted providing it is in English or Spanish. Same as if you were coming direct from the Netherlands.
Plus, won't you be an international transit passenger with your flight ticket showing you boarded in Norway? Providing you don't exit customs at Amsterdam you may not need one but, to be safe, get one done in Norway.
And that was my answer on that. However, you should check with your airline. A PCR test is a PCR test regardless if you have it in a what you call hot zone or not.

Coming from a safe country/area you shouldn't need one but it is one of the anomalies not mentioned in the official BOP. Try asking the question on this site as she seems to be very clued in on the regs. The authorities just might ask you to do the quick antigen test but then again they may not.

From 30th Nov these countries need a PCR list.

Ireland is off the 30th November list so those travelling from Republic of Ireland don't need the PCR test for entering Spain. You will of course have to do your isolation on returning home unless Spain enters the orange zone before your return
According to Janet Anscombe the legislation does say fines from €6,000 to €600,000 can be imposed. Ouch!

Where in the rules does it say if you enter Spain without having the test you will be fined €6000 ? Or is this scaremongering.

No, it's not scaremongering. The Minister of Tourism and the Minister of Health have, on several occasions reported in the Spanish press, referred to these sanctions. They quote the Royal Decree ninth part as:
In case of non-compliance with the provisions of this resolution, the regime contemplated in Title VI of Law 33/2011, of October 4, General of Public Health, will apply, referring to infractions and sanctions.
That title lays down the sanctions and fines that may be applied in the field of general health protection as:
Article 58. Sanctions.
1. The commission of infractions in matters of public health will give rise to the imposition of the following sanctions, without prejudice to those that may be established by the autonomous communities and local entities within the scope of their powers:
a) In the case of a very serious infringement: A fine of 60,001 to 600,000 euros, which may exceed this amount up to five times the market value of the products or services subject to the infringement.
b) In the case of serious offenses: Fine of 3,001 to 60,000 euros.
c) In the case of minor offenses: A fine of up to 3,000 euros.
These amounts may be updated by the Government by regulation.
The Minister of Tourism stated in a press interview that arriving without a PCR certificate would be classed as a serious offence and to try and enter with a falsified or giving false information would be classed as a very serious infringement.
Neither Bee nor I have made up any of these fines in order to be scaremongering.
