Water Boiler query Turning Water off From the main mains

I think no access to meter cupboards is a common problem. We don't have access and I am not sure where our water meter is even. There is a cupboard at entrance to the block but I don't think our meters are in it. We also just turn off the supply inside. There are 2 taps high up on the wall in the bathroom. I do believe it's a security thing with the metres to stop people interfering with them.
