qualified electrician required to remove AVS

looking for a qualified electrician that can disconnect an AVS voltage switcher in our house. it was fitted by previous owners, possibly to surge protect medical equipment but we don't need it and it keeps knocking off the power to the whole house when voltage drops or surges. thanks.
