Filling in a Modelo 790 Form

Currently working through getting my husband (British citizen) his NIE card. I have filled out EX-18 (may or may not be correct...) and am currently stuck on the NIE part though. Do I check both the box for the NIE stuff AND the temporary residency? Or should he apply for his residencia and NIE separate as I've heard that the NIE takes WAY less time to get if it's on its applied for on its own? Also, how much does that cost because the bank doesn't seem to know and the police officer didn't fill anything in?

For anyone that's interested, my husband was told he can't apply for residency without a job/monthly income despite having more than enough money in savings...So we could only apply for an NIE and for that, the Modelo form is really simple. Just check the box that has the word NIE beside it (it's a long phrase). Note, that you need an appointment for it and the next available slot is 6 May...
