Padron & SIP

That's Spain for you. Nothing is ever straight forward. So if our council is not being paid any money for the thousands of homes here in Quesada who are owned by non residents how are they supposed to provide the relevant services when these non residents come to stay here from say one week to just under 3 months at at a time? It's a crazy situation and needs sorting by Central Government A.S.A.P.

Our Experiences -
My wife and I moved over from UK one week ago, we had previously arranged for our S1's from the UK to be posted to my nephews Quesada address.
We went to Rojales town hall with our passports and copies of our S1's with the Quesada address on them and they processed our padron for us in 5 minutes. The S1's were the only thing we had with a Spanish address on and they accepted that.
We went to our local health centre with our passports and our NHIC cards and they issued us with 6 month temporary SIP cards which again only took a few minutes.
I was impressed with how smoothly it all went.

I went to Rojales this morning and got the Padron there and then - in and out in 5 minutes. You might have to wait until someone comes out the door before you get in (as happened to me). The person who did the Padron is on the left towards the back as you enter the building.
I asked about SIP and I was told I had to go to the Health Centre. I didn't go so can't tell you anymore about SIP.

Totally confused about why we obtain S1 from UK.
My understanding of the S1 "system" is that UK government pays for our healthcare in Spain. If we are pensioners do we not pay same prescription costs as locals. Ie same as those with Residencia. But you don't actually get those rates unless you have Residencia which kicks in several months later.
All very confusing.

The reduced costs actually kick in once you have completed your first tax return. The cost of the prescriptions is based on your income (under 18k and free in the Valencia region).
The SIP card is linked to your income so they won't know your earnings until your first income tax return has been done.
If you earn under 18k in the Valencia region as a pensioner then you get free prescription.
Over 18k then you pay 10% of the cost.
If you go to the doctor and get a prescription the full price of the medication will be shown and the co-payment, the amount you have to pay, is also shown. Again, until you've completed an income tax return the system won't know what to charge you so all pensioners (who are residents before completing a tax return) will pay 10%.

Blimey. Gets more complicated. I completed a tax return for 2019 and have paid what was due. I am over 65 and have an S1. What is best way to sort how much I should or shouldn't pay. Bewildered. Thanks so much.
