How I wish I'd ignored all those who argued against the legality of signing on the padron when I first started this post. For fear of being personally fined I didn't do it until October this year as I am taking out residency. However due to existing health conditions I have really struggled to find anyone who will give me private health insurance (I am under state retirement age so not eligible to an S1). I have since found out that if I had enrolled up on the padron 2 years ago when this all started I would have been eligible to sign up to Convenio Especial. Apparently you can apply for this once you've been on the padron a year. It would have saved a lot of hassle.

Don't you have to be on the padron and a resident for 12 months in order to sign up for the Conenio Especial? We have non resident friends that have signed on the padron each year to get their temporary Sipp cards. However, they are now having to get private health care to apply for their TIE card.

Not according to my neighbour. He could't get private health insurance but because he had been on the padron for over a year he was able to go on the Convenio Especial to get his residencia.

The rules say "12 months effective non-stop residence". Now, according to CAB, some regions like Murcia, the Balearic Island and Madrid stipulate being on the padron without registered residency (the green card) which must mean other areas are also allowing non residents to be on the padron.

But, as pointed out some time ago before the "it's totally illegal and you'll be fined thousands of euros" scared a few people off, Valencia was also accepting being on the padron as effective residency for receiving the convenio especial.

Of course, if someone went down that route then they would be admitting to being full time residents and may be called on to prove it by the completion of income tax returns. After all, we are often told that holding a green card isn't necessarily the way to show your fiscal residency but living here more than 6 months in any one year does.
