Yes, the forms are in Spanish. You can download the form (I think it's the EX18 but may have changed) and then put it through Google for a translation into English to help you fill in the form.

No, you cannot get residency from Quesada. It has to be a place with a foreigners department and a National Police presence. Best place would be Orihuela Costa town hall at Playa Flamenca but it takes 3 visits. One to get the forms and a list of what is required (the lady in the foreigners department will explain in English), the second to get the forms processed and the third to collect the documents (they are not issued at that town hall so you have to wait until they come back from Alicante-usually 10 to 14 days). Plan for quite a long wait for each visit.
You can also use Orihuela, Elche, Alicante or any place with a National Police station but some require a pre-booked appointment. From experience, you need to have a Spanish speaker with you when you go.

Hello aunty - There is a good post written by member Jordy which may help you as it explains how to get the Residencia - Here's the website and phone number of the town hall mentioned in his post above by marcliff:
Ayuntamiento de Orihuela Costa
Phone: 96 673 68 64
Website: http://www.orihuela.es/
Here's a map link:

We have recently done this.

Step one is to go to the town hall at Playa Flamenca between 08.30 and 10.45 to make an appointment. At the same time they will give you a form to fill in and a list of things to bring to your appointment. One of the things on the list is a recent 'stamped' bank statement which my bank (Barclays Spain) charged me 12 euros for (legalised robbery).
You will also need to take the completed form to your bank and pay 10.50 euros each in taxes (more legalised robbery).

You will then attend your appointment at the same office and present all your documentation (plus copies) for examination and submission.
If all is correct you will be given another appointment to return and collect your 'residencia' card.

There are no short cuts like phoning for an appointment or going online. It has to be both of you in person.
They give appointments out in numerical order so the earlier you get there, the sooner you will get in next time.

Park your car in the Mercadona car park and walk a few minutes to the town hall which faces out onto the N-332.

Good luck.

Jordy :)
