Is there an email address that I can use to email Agencia Tributarie either the local office or nationally

this may not help you at all, but, I have been looking into this for the last couple of months, found local office to us, in Orihuela, sadly they did not speak a word of English and me no Spanish. they referred me to their website, ….and sadly after searching through several pages, I am still no further on. the website they gave the name of ''modelo 210'', apparently this is the name of the tax form to complete for non resident, if that's any use to you? for me, I am still no further on, because I cannot ask anyone in their tax office how to complete it, lol.
