There is no need to renew a NIE number as they are with you for life. If you are resident, there is no need to renew the certificate as the residence card replaces it. Nowadays, the NIE certificate only lasts 3 months so you can get a non-resident certificate or go onto the register of foreign EU citizens living in Spain within that time. This makes the NIE certificate redundant and is no longer needed.
The credit card sized residence certificate is valid for life and the non-resident certificate needs updating every 2 years. Both contain your NIE number so that is all that is needed.

We are non residents with an holiday home in Guardamar. Being thick we did not realise that although you have an NIE certificate for life the certificate only lasted three months. Now we once again need a current certificate for Traffico. Where do you obtain a non resident certificate?

Any National Police Station, where you got your original NIE. There is one in Elche, Alicante, Orihuela which do it there and then. The town hall at Playa Flamenca does it but you have to wait a few weeks to get the certificate. If you feel you can't do it yourself, then there are several companies that will do it for you (for a fee). Most solicitors will arrange it and there is a company in Quesada. Nick Bateman at Translingua with an office in Benijofar opposite the Citroen garage or in Calle Los Arcos by the post office in Quesada. I'm sure there are others as well.
It is really quite simple at Playa Flamenca town hall as you just turn up (early) and get a number. The other places have to be pre-booked for an appointment.

Just to follow up on this post, I am dealing with the Notary for my friends Inheritance Tax after her husbands death.
She is non-resident with a holiday home here.
One of the many forms required by the the Notary is the original NIE certificate.

Hello I tried to get hold of Nick Bateman some months ago and left a message on mobile - NO response, so I went elsewhere.
Re NIE Cert. we are residents and the NIE Cert. is on A4, they told us they do not issue cards anymore - has this changed ?

The NIE has always been on A4 paper as far as I know. The credit card sized one is the residencia card.
And clivespana, yes, she will need the original NIE certificate because she obviously got it before the new rules on NIE (only valid 3 months) came out just over 2 and half years ago.
Since the new rules on this, the NIE certificate (not the number) is only valid for 3 months and you should either get a residencia card (register of foreign EU citizens living in Spain) which is valid for life or a certificado de non-residencia which is valid for 2 years. Of course, they change things so often here that it is very difficult to keep up with it. In fact, the NIE application EX18 form has the status (resident/non resident) at the bottom and they are now applied for at the same time.
