Getting a NIE in the UK

We have just had an offer accepted on a property in Quesada and need an NIE . Would rather not travel back to Spain but believe I could go to the Spanish Consulate in London or Edinburgh . Does anyone have experience of doing this ? Do you know how we would access the relevant forms ( preferably with an English translation !)
