Not at the moment for EU citizens. It is automatic after you have been resident for 5 years but you can apply on the EX18 at the bottom of the form (Residente Permanente durante 5 anos).
However, it is now being stated that, when we leave the EU, we will have to apply for a foreigners' identity card as non_EU citizens as we will no longer be in the EU. Apparently, according to the Spanish government if there is no deal, this will be automatic for those who have been here for longer than 5 years.
It would be pointless applying for the permanent resident card at the moment because there are no appointments available in the Alicante region for British citizens. Try to get an appointment and you are met with a message to British citizens applying and then go to the appointments page and it says there aren't any.
Bit pointless the advice columns telling us to get legal before the withdrawal date if there is no way of doing it.

Thank you Marcliff. Just want to ask another question. We have Irish passports but having been born and lived all our working lives in Northern Ireland, our S1 forms are from the UK pensions. Would you know will we be regarded as EU citizens after Brexit and will we be able to have medical cover using the UK S1 form, ie, we can get our residencias on the basis we have the S1 ?

Of course if you are presenting your Irish passports you are and will be treated as EU citizens! Because you are and will continue to be EU citizens. Just make sure it's your Irish passports you use for all officialdom and the procedures for EU citizens will apply ( much more favourable than for 3rd country nationals.) Your S1 forms however as UK in origin will be as valid/ invalid as S1s are for UK citizens. So whether you'll be able to use them ( or whatever their ultimate equivalent is) will be dependent on the post Brexit health agreements reached. Ditto your driving licences, which will be UK ones and will need to be exchanged under whatever prevailing arrangements end up being for UK driving licences.
