UPVA glues
Try buying it in a bottle or container that you can put water into, saves having yo measure.
I have bought it in the Chinese who’s but definitely it is to be found in a hardware shop or a paint shop.

It is called upva in Spain too.

Many years ago, I painted our internal garage floor which is probably concrete gaped tiles. The tile paint would not attach itself so I was advised to coat it with the above so.oution. ( Upva glue and 5 of water). Once coated, the paint went on like a dream.
