Does anybody know what I can do regarding a neighbour who won't take their domestic waste to the bin for collection. They just pile it outside their house. The reason why they are doing this may be due to them having fell out with the owner.

Go to Ayuntamiento - Medio Ambienta - they will sort them!!

Many thanks. I'll keep that in mind. Im going to approach the presidente first. If this doesn't work I will go to Ayuntamiento.
