Are Spaniards transferring their money

Just a question - not a comment on the opinion - will it be the banks, carrying out the wishes of their clients, or the banks themselves who are the winners?
Of course that then leads to another question - is the instruction legally given and legally accepted? (I am not expressing any view on that either)
