:text-goodpost: thanks again for your help very confusing and as the lady said on her walk 7-8pm you see many others out and doing as they please however very hard to police as if stopped they just say on way to el bar so nothing can be done. which is a shame for people over 70 who want a walk without lots of people about only way, would have been close bars 7-8 pm as a cleaning session prior to evening trade

New BOE SND/458/2020 issued today with regards to going to Phase 3 and some modification to Phase 1 and 2.
The time slots for exercise and walking will be cancelled in Phase 3.
Drinking or eating at the bar in Phase 3 will be allowed providing a distance of 2m is maintained.

In shopping malls in Phase 2, toilets and lactation areas may be opened but restricted to members of a family. Urinals may be used at one third of capacity with a minimum space of 4 sq m.
Only one person may use other toilets unless they require assistance in which case two people from the same household may enter.
All such areas must be cleaned and disinfected after each use.

In Phase 3, groups of up to 20 people may practice non contact sports in both outside and inside sporting facilities and all equipment must be cleaned and disinfected at the end of the training session.

Strict controls on the number of people allowed in shops will be maintained in Phase 3 and will be limited to 50 percent of the maximum capacity which will include staff. The 2m distancing rule will continue to be applied. The public rest and recreational areas of shopping centres will open in Phase 3 but limited to a maximum of 40% of capacity.

Outside terraced areas of bars and restaurants will increase the maximum capacity to 75% but still maintaining a distance of 2m between tables.

Hotels and tourist accommodation may open their public areas but limited to 50% of capacity. Travel between provinces will still not be allowed except for travel to work, health reasons and for socioeconomic purposes

Quite a bit more in that BOE to do with weddings, funerals, places of worship and cultural activities.
Important to note that the time slots for exercise and walks in Phase 2 will be kept in all municipalities with a population of over 10,000 but will be removed for all municipalities in Phase 3.

It may be a bit confusing with spaces limited to 40, 50 and 75 percent of capacity depending on the activity. On the plus side, it may mean that Carrefour will actually get around to cleanings its toilets.

Hi, just a quick question on your last post Marcliff, when it said travel will not be allowed between Provences was this a phase 2 directive or phase 3 . If this is phase 3 would this stop people driving down through France to get to their required destination in Quesada.

Firstly, at the moment you cannot enter Europe to travel to Spain unless you are a Spanish citizen or resident and are returning to your main place of residence. This has always been the case in all the phases. The government has said that travel for non residents to Spain may be possible from 1st July.

Secondly, the original BOE on Phase 3 said it was hopeful travel between provinces and regions of Spain would be allowed but only if the province you are leaving and the province you are entering are in Phase 3.

This new BOE, however, states that travel will be limited to the province, island or territorial unit except for certain reasons.

It may circulate through the province, island or territorial unit of reference for the purposes of the de-escalation process, without prejudice to the exceptions that justify the displacement to another part of the national territory for health, labor, professional or business reasons, of return to the place of family residence, assistance and care of the elderly, dependents or persons with disabilities, cause of force majeure or situation of need or any other of a similar nature.

That is repeating the restrictions in force in Phase 1 and Phase 2 to be extended into Phase 3.

We should, if all things go well, leave Phase 3 on the 29th June and go to what is called the "new normal".

The only time slots for walks being maintained are the 10 to 12 and 7 to 8 pm which are restricted to those over 70 years of age and those with chronic conditions.
You can go out at any other time in Phase 2 if you are aged up to 69. Time slots will only be removed in Phase 3 which, for us, should be from 15th June.

Saying that, I bet there aren't many who will stick to it. They certainly haven't been doing it round here for well over a week.

Being old and decrepit, me and the OH have been going out at 10 in the morning (before it gets too hot) but see loads of people who are obviously not over 70 going for their walks with kids. But those times are, officially, reserved for us and we can't go out for walks at any other time. (and, yes, the OH is still spitting bullets over this).

I remain to be convinced that the over 70's time slots are not being misunderstood i.e. that they are NOT the only times they are allowed out just the times when they should be given priority when they want to actively exercise, and exactly what is 'exercise' anyway.

Jogging or cycling etc. fair enough but what about walking to the shops which for some may be their only option and their regular practice and something they can do at any time, is that deemed to be exercise or simply walking to the shops?

I agree with A N Others interpretation on exercise times for over 70's. They are the times reserved for over 70's to exercise, but they can still exercise outside of those times if they wish.

Firstly, it's never been said that, except in Phase 0, over 70s could not got out to shops, bars, restaurants or any other establishment that is open only during the hours stated. The times were only for the purpose of walks and exercise.

Now, the official state guide to the transition to a new normal states:

Las personas de hasta 70 años podrán realizar actividad física no profesional en cualquier franja horaria excepto entre las 10:00 y 12:00 horas y entre las 19:00 y 20:00 horas.

People up to 70 years old will be able to carry out non professional physical activity in any time slot except during 10.00 to 12.00 and betweend 19:00 and 20:00.

Then go to Spanish guide to Phase 2 and it states:
In addition, youwill be able to exercise outdoors at any time of the day, except for the only two time sections that are reserved for people over 70: from 10 to 12 hours and from 19 to 20 hours.

So they are both saying you can go out for walks at any time except for those time slots.

Now, go to a site that's been mentioned a couple of times, SpainEngish, and it states the contrary view:

The new government order now lifts restrictions for both children and adults. All are allowed to go out for walks and practise individual sports (jogging, cycling), in any part of their province, island or healthcare zone, with no limit on time or distance. It also means that anyone living in a Phase Two area can also go to the countryside or trekking, as long as they remain within their province or healthcare zone.
There is still a time slot reserved for senior citizens from 10am to 12pm, and 7pm to 8pm. Each region can move this schedule by up to two hours to avoid the high temperatures. In practise, the time slot reserved for senior citizens is not exclusive (ie, it does not mean other citizens are not allowed to be out at the same time). At all times, social distancing must be maintained – and the wearing of face masks (see above) where 2-metre distancing is not possible.

So, you pays your money and you takes your choice. The official state bulletin does remove the time slots for the under 70s but not the over 70s. It only removes all time slots during Phase 3 and not Phase 2 which I think SpainEnglish is getting mixed up with.
