Did they have a contract, a legal one That might make a difference. If yes would think it would have to be paid but if it's all been done cash in hand then suppose the landlord hasn't a leg to stand on ? The Tennant could just walk away I suppose.

No legal contract, cash all the time not declared, tenant had to move out as he was selling now sold the house.

I would definitely say your neighbour has probably got more chance of flying to the moon than getting his money.

On one hand, we don’t know the exact circumstances about the non payment. It is possible the owner may have deferred the rent until the tenant was in a position to pay it back. So he may have been doing him a favour

On the other hand, if it was a rental via cash in hand, then the tenant should just walk away, as the owner was quite happy to take a chance when it suited him, why should he ask for deferred rent now.
