I'm flying back from the uk to my permanent address in Spain in a couple of days..this morning I received a message asking me to fill in a declaration for international travel form that's just been introduced.. it wants to know the reason why I'm going to spain I'm a permanent resident in spain . I'm in the uk because my sister passed away so can I get back? Hopefully I'm not stuck here longer

Yes you can come back. You just have state the reason why and if it's a lie and you're found out 200 quid fine.
