Is a fiscal resident a resident?

If somebody is self employed and a fiscal resident, paying taxes in Spain are they a resident, got their residencia?

Yes, even if they haven't gone through the official residency application.

Cant properly open the link. Did it say fiscal residents were "proper" residents?
