Any estate agent or (long term) letting agent. We got ours via Sapphire Properties in Quesada.

Estate agents can not issue an Energy Certificate the have to contract a person who is authorised to issue one mainly an Architect or an Engineer

Yes, but they all use qualified people all the time so will all be able to recommend someone. That's what I meant.
