Hi, does anyone one when the visa will be introduced for Tourists.?

What visa? Most countries do not require a visa to visit Spain.
If you mean the ETIAS then that is not a visa, it is virtually the same as the Advanced Passenger Information you fill out at the moment. It is a requirement for those travelling to the Schengen area visa free and will be valid for as many times as you require in a 3 year period.

It will be the same as the Electronic Travel Authorisation (ETA) being introduced for all non British citizens to visit UK. The ETIAS has been put back until 2024 and probably the summer of that year.
