If you connect your phone to your laptop, it will show up as an external hard drive, you can locate the photo file on there and copy them to your laptop.
But there are also different ways of doing it depending on whether you have android or iOS phone.

Simply Bluetooth them from phone to Computer / Laptop whatever. Takes a few seconds and is effortless.
Obviously, it assumes both phone and Laptop / PC have Bluetooth enabled.

As Graham _Lynn said, just connect your phone via its C usb charging port to your the usb port on your laptop / pc.

But it must be a data transfer cable and not the ordinary charging cable that came with the phone.

I find that the most easiest and quickest way.
