Feeding of feral cats

Hi all,
Can anyone enlighten me as to the law on feeding feral cats. Someone, yet to be identified, is going around the street on our Urb throwing large handfuls of dry cat food outside properties, by the communal pool & by our communal post boxes. Not only is it unsightly for homeowners & holiday makers alike, it smells awful, is unhygienic, may cause harm to any pet cats or dogs which have special dietary requirements & god forbid attract vermin.

On the positive side If,If there's feral cats about
You won't have any vermin,
If you do find out who it is why not ask them not to throw it,
But to place it in a container in a quite place for the cats,
Then both parties are happy and so are the cats,

I believe you have to have a special card like a licence from the town hall and you can't just dump food where you think fit

If you get rid of feral cats you will soon be overrun with cockroaches and rats. Personally, I think you are better off with cats.

Please bear in mind, cats (and all other creatures) have as much right to roam this earth as we do. Just because a cat sh*ts in your garden, it doesn't give you the right to think like, or act like God. Sorry if I offend but the way I see it is that too few human beings have any real compassion when it comes to animals.

Placing cat food in a container agreeable to both parties is hardly dumping it,
A licence is needed to feed feral cats in public places not on private owned land

No mention of a container:-
throwing large handfuls of dry cat food outside properties, by the communal pool & by our communal post boxes.

Wont be long before someone puts poison down, as not many people like cats roaming around their residence. I wouldn't, I would find out who is putting the food down and ask them not to. I asked the vets what we should do with a cat that was living in so eobez garden which I felt sorry for he said leave it, do not feed it if it's strong it will survive, it's nature
