Dispute with Painter - how to resolve it?

How to proceed against a tradesperson who does not complete a job as agreed!
Based in the UK, I took up a recommendation to use a painter who had done the exterior painting of a number of houses on my urbanisation.
A fee was agreed for the job - to be done whilst I was in the UK.
When the job was completed, payment was by money transfer to a Wise account in Belgium.
However on recently visiting the property, I found that it had only been painted in part.
I took the matter up with the painter who agreed to get things 'sorted'.
The painter however claimed that some of the items had not been included in his quote.
The correspondence we had had on this was not accessible with a mobile phone (more than 6 months old).
So an extra payment was made to finish off the job. This has now been done though large parts have only had the one coat.
On returning to the UK, I was then able to access the correspondence which clearly shows that the items had been included and that thus I was then double charged for this work.
I have contacted the painter but the painter has not responded to my email.
To me this is a civil dispute with an element of criminal deception.
How do I proceed from here?

I think you wave it goodbye, they obviously knew what they were doing when they charged you twice, apparently here it is fine to leave your morals and ethics at the doorstep and rip off your fellow (and not fellow) countrymen as much as you like, in essence, there is nothing you can do and these people know that. Living your life in such a way is shameful, I do not feel they have a conscience.

Why didn't you ask someone on your behalf to check the completed works before payment? You said you had a scope of works you could have sent it to someone to check that's what the painter had completed?

If you have receipt for payment and correspondence as to what price was agreed for what work, why not ask a solicitor?

Then they say they knock that off ther final fee for any work carried out

I am far too trusting.
I have even recommended this outfit on TQ. Recommendation now obviously withdrawn.
I thought I had a fair deal.
Other firms grossly overcharge and may well provide fantastic service but that is not right either.
Unfortunately, I do not have a support network in place.
I have met some really lovely and helpful people around CQ.
Some people have however let me down and I cannot fathom why.

There is no “why”. There are honest people and dishonest people unfortunately it is not always easy to spot the difference.

Am I right in thinking this is the one. Name and shame is the only way and if they feel they have another side to the story then they always have a right to respond.
