If it’s a ‘criminal’ matter then it’s the police you should call.
its a criminal offense because its against the law to break the urbanisation rules, the urbaanisation rules being bullying and harassment on site

Report it to the app Alert cops as they have a section for bullying

If these neighbours are on different a different community, then this should be noted when you advise your president. I’m presuming that the problem has arisen with a member of your community, so your president will need to address the situation.
You say it’s happened recently and out of the blue, then perhaps the person in question has medical issues and a recent diagnosis or change of medication
If the president doesn’t receive a satisfactory conclusion he will then need to involve the administrators.
If it’s a serious issue you need to start the ball rolling before the August holidays kick in.
Maybe not, but if it’s causing problems with a numbers of households within the community I personally would advise the president first, before referring to the administrators.

At risk of going around in circles...ask your president! If they don't know who the administrators are, then there's a very serious problem.

How long have you lived there have you no correspondence like minutes of the meeting from the administrators there would be details on those of who they are. Also as I said before if you say it's bullying report it on the app that may get the ball rolling. Look on any notice board you may have on the urb by the post box, by the pool there maybe something on there about contact details, some put a copy of the minutes up there. Who do you pay your maintainance fees to.
