its a criminal offense because its against the law to break the urbanisation rules, the urbaanisation rules being bullying and harassment on site

I’m presuming that the problem has arisen with a member of your community, so your president will need to address the situation.

You say it’s happened recently and out of the blue, then perhaps the person in question has medical issues and a recent diagnosis or change of medication

If the president doesn’t receive a satisfactory conclusion he will then need to involve the administrators.
If it’s a serious issue you need to start the ball rolling before the August holidays kick in.
