its a criminal offence because breaking urbanisation rules is against the law. the rules been to not put other residents in any danger or cause harassment and bullying.

We have been told by our administrators that if the rules are not upheld there is nothing that can be done, in other words not worth the paper they are written on. To be honest this is true where I live and nobody cares.
