Yes you can, we had to supply NIE paper and showed our deeds for proof of address . .

We was asked for padron,but it’s not necessary as you shouldn’t really be on the padron unless you’re a resident.

My brother in law bought a car on line whilst he was in UK! Friends picked it up and delivered it to my villa until they arrived here in Spain. Non residents.
