Do all pickups for arrivals have to be made at the new pickup points on the lower level ?

No. It's just another short stay 10 min option. It has only 23 places. You can still use the short-stay Departures and the Car Park of course.

They are trying to stop cars waiting around taking up drop-off spaces on the upper departure level. Main reason why the queues trying to get up to the departure drop-off point are so bad at peak times.

Just go into the car park I was there for about an hour and it cost less than 2 euros.
