Was on the bank today clerk asked me next time I was in would I bring my nie cert, is passport not enough to withdraw money

It will cost but not a lot, give them a call, One-way services Quesada.
You can do it yourself by filling in the correct forms, paying fee at bank, getting an appointment to visit the offices, etc but you may want somebody to do it for you, if you have to appear in person they'd take you.

Not heard of an NIE as proof of identity before, after all there's no picture on it or anything.
Normally your passport is sufficient as a non res but you must present your new one to the bank when the old one runs out.
You should already have an NIE if you own property or have a bank account. If you've lost it you must report it to the police and then apply for a new certificate in the same way you applied for the original.

I would think it is a box ticking exercise for the bank and they need it for their records.

I'm surprised you haven't been asked for this sooner. We didn't have ours when we opened our non-resident bank account in early 2016, but were told we had to take them into the bank as soon as we had them. I understand that some banks won't allow you to open an account now without one, so perhaps your bank is playing catch-up
