´´un expediente de acometida´´ New electricity supply

We are trying to get a new electricity supply in a cafe. The building had a supply maybe 5 years ago, but has been closed since then.

Iberdrola tell us we need to get an electrician who can open a file ´´un expediente de acometida´´ before we can proceed.

Can anyone help or advise ?
