Is the Torrevieja Fun Fair open in the evenings at the moment and where exactly has it moved to?

The website says it’s open from 7pm but it’s moved near the water park near Habaneros.

Yes operating at the Friday Market on Avenida Delfina Viudes alongside the Aquoplis water park. They open 6.00pm to 11.00pm

It's in the same space as the Friday market, they've put the fair there and squashed the stalls a bit closer.

They have all the rides there and a few new things and lots of food stalls. I would say they are down quite a bit in turnover compared to town as the crowds are much smaller. On the plus side lots of room and loads of parking.
