It is illegal for the service providers to stream the content for profit, and as a client you can technically be prosecuted for being in receipt of stolen goods.

Would it ever happen? No.

It's the ones who copy or clone login details to give you the pay for view stuff that are being targeted. Happening in UK as well where they are clamping down on it. UK Firestick

If you're just after free to view stuff then there is no problem as we can all get that on Freesat etc. It's when you get Netflix. Sky Sports etc that the problem occurs.

There will be clampdowns on the illegal suppliers yes, but What I meant to say is I don't really think they will go for the customers.

If anyone is using an IPTV service then just ensure that you use a VPN at all times, it really is that simple.

I’ve been thinking, with a Smart tv at home I can watch BBCiplayer, and all terrestrial channels along with Netflix etc., When I go to Spain, these channels aren’t available BUT would they be acceptable if I subscribed to a VPN.?

As I understand it, a VPN would make it look as though your Smart TV was in the UK so you would then have access to those terrestrial channels however - strictly speaking it'd be wrong BUT, one could argue that if you are paying a UK TV licence fee that it's unfair for the BBC and other terrestrial channels to deny you access when abroad.
