PSI consultants - tax return Q4 2023

Has anyone had an issue with getting their (non resident) tax return for Q4 2023 submitted by PSI consultants?
I have been with them for years and never had a problem. However, they still haven't submitted my return despite having been given the figures mid January.
I know that there is the possibility of being fined for a late return. If one is issued, who pays it? Me or PSI (suspect it will be muggins here).
I obviously pay for this service but this time at least, I'm not getting it.
I have contacted them several times and am told the person is off but working from home. I've asked for call backs with an update but haven't received one. Feels like I'm being fobbed off.
