If you have vpn installed on a firestick does it just mask the apps co-located on the firestick when activated? ie not apps loaded directly onto a smart tv? TIA

Yes just the device it’s installed on.you would have to put a vpn on your router to cover the tv to my knowledge.Sure someone will either confirm that or tell us different.

Yes that's correct your tv apps work separately from your firestick
