Electric Meter has been removed or stolen?

On a walk round we noticed an electric meter had been removed from its mountings and the door to the cupboard lying on the ground it looks like an empty property and has been for some time judging by the over grown garden.
Don't know if its been stolen or removed by the electric company ? The wires are just sitting where the meter once was.

Normally Iberdrola just take them out if the bill has not been paid within a certain time the covers are so shot in the sun that they fall of and nothing is done! people don't normally steal them but Iberdrola remove them and they just leave the wires hanging out! Ok not England but SUNNY. ;) :D :D :D :D
