Typical of Spain in UK you would be able to pay in instalments, bloody awful considering its the fault of one of their workers.

After contacting iberdrola about my extra bill for 1.075 euros I am informed it is a FINE for having a meter that was not working properly.---- Is there any legal minds out there on the FORUM ??...

Who does the meter belong to? I would say if it belonged to Iberdrola then they would be responsible I would go see a solicitor

I'm sure you will get a few recommendations of Solicitors but the Spanish legal process is an incredibly slow system and personally I would exhaust all avenues before using one for this kind of thing. In the meantime the electricity bill will, probably, need to be paid anyway to be sure that your electric will not be cut off.

If you speak Spanish or know someone who does and can help you, maybe you can send an email/ letter of complaint to the manager in the head office about this yourself. There must be a process that has to be followed, the same as any utility company in any country. They are providing a service and should be regulated - Is there an Ofgem type regulatory body in Spain that you could complain to? Maybe someone will know.
