Electricity connection

Hello! Does the worker needs to go into the apartment for connecting the electricity as I will not be at my apartment when the electricity is connected?

From our personal experience, when it came time for us to be connected to the mains electric, we were in the uk so when we came to the house we had to contact the electric company direct to arrange. They came out 3 days later, however we were not given a day so waited every day for them. It was February and the house was freezing, was not able to make a cup of tea, so bought a camping stove, have no hot water so booked into the la Laguna hotel to have a bath. It was the worst 3 days of my life..
