Turn off radiators

I'm having issues turning off some of my radiators (apartment in Barcelona), and since I'm new in Spain, was wondering if there is a trick I'm not aware of.
Radiators are heated by gas/water and has a central temperature button on the wall for the entire system. This works fine.
Each radiator has a small knob without any markings/numbers on and without any screw/clip to get acces to the valve inside.
Only two of the radiators turn off and remains cold when I turn the knob clockwise. The rest remains hot no matter if they are in the clockwise or counterclockwise position.
Each radiator also has a small knob on the bottom pipe, all turned clockwise, and these seem to be removable when turning counterclockwise, so I expect that's for draining the system and have therefore not touched it.
Anyone has an idea to what the issue could be? And if it's stuck valves, then how do I remove the small knobs?

Hi
Usually the two pipes that connect onto your radiator left and right hand side have valves on them.
These can either be integral to the cap so you need to pull the cap off and use a pair of pliers or spanner to turn them clockwise.
Some have the top connected to the valve and you turn them as far as they will go clockwise.
Try that and see how you get on.

Might be quicker and easier for others to understand if you take pictures of the radiators and pics of the knobs, put them on here.
