no electricity used...so I assume no one has been in....if there was a leak the meter would be turning ....?????
If someone else was using the water then the meter would turn, like wise if there was a leak .Hidraqua has sent an engineer around but claims that there is no problem.
Here is my guess lets know what you think.
The apartment was empty for 5 years [bank repo] so the water meter was removed, and the water main in the apartment was turned off.
The first factura showed 6 meters used that is 462 meters per day [13 days]
The second factura was 37 meters, we were in the apartment for 30 days.
If we make the assumption that there was a leak [or someone nicking our water until the day we arrived] then the apartment was empty for 60 days . If you assume that the meter was running for those 60 days @ 462 meters a day equates to about 27 meters] that would mean that our usage for the month would be 10 meters , which is high but not as bad as 37 meters for 30 days
So what is running through my mind is, leaks don't suddenly cure them selves. If some one was nicking our water, did they start on the day we had the new meter connected and stop on the day we arrived. Seems unlikely.
What is running through my mind is given that the apartment was empty for 5 years is it at all possible that the leak was on the shut off valve in our apartment. When we turned it on the leak stopped. If that was the case where did the 43,000 litres of water go??? And wouldn't the engineers notice that the meter was turning when they first connected the meter.
Of interest I have just checked the meter and we have used about 12 meters in just under 3 months which I would expect is normal.
But this is a mystery....

You say you had a new meter – was the reading taken from the old one and possibly accidentally misread and there was no water usage but an admin error in the billing from the reading of the “new” one? I cannot think of anything else

Are the meter numbers the same ie, your meter number and one on bill. , could be they are reading wrong meter,and you are getting someone else's bill. Another thing you can try is take reading of meter all the dials, run tap and fill up a watering can or something you know the volume of,fill to say 5 Lt , then get someone to watch how fast the dials moves and if it has moved correctly for that amount,you may need to run more water to work it out, maybe it is the dial .This is just an idea. Hope you get it sorted.

Hi Brownale, good point except we are 3 rd floor no outside tap @ Terry good suggestion will try this but still doesn't explain 6000 litres used when we were back in Blighty and the apartment was empty....

The water meter number is on the bottom left had side of bill under the word "contador".... the number should be on the the round meter cap it is on ours. Meter is about a year old so one of the newer ones. hope this helps.
