There are two of us here permanently in a 3 bed house. Bills are around 60 euro a quarter.
Standing charges, rubbish collection, taxes and charges account for around 50 of that so the amount for water used is only around 10 euro a quarter.

Last bill
To Hidraqua
Service charges 17.49 and water used (7 m3) 6.36 euro
Sewerage service charges 3.75 and water used 1.10 euro
Environment charges 99 cents
Tax (IVA) 3.08 euro

To Town Hall Rojales
Basura (rubbish) 13.50 euro

To Valencia Regional government

Total 60.10 euro of which slightly under 8 euro was for the amount of water used.

Yes, every quarter for water. Electricity is every 2 months or every month if you have a smart meter or set up a regular payment plan.

I have checked my previous water bills and they all seem to be around 7 m3 each time. Even when there were 6 of us with visitors it didn't go above 9 m3. 37 m3 seems very excessive unless you're filling a pool or have a leak
You say it's a flat. I would get a plumber to check your meter isn't paying for the other flats as that amount of water would seem about right for 4 or 5 properties. The plumber could at least check if it's connected correctly so you can contact Hidraqua if there is a problem.

Think i,d take the meter out when you leave, that way there,s no possible usage on it,and change your lock ?
