There's the party shop on the corner just along from Aquapolis water park
But I'm sure somebody will come up with somewhere closer to you.

It's the water park in Torrevieja by Haberneras shopping centre.

I'm sure that the card shop in Benimar does these balloons but not sure if they also fill them with helium.
