Suma, Resident taxes etc

We moved here from the UK nearly eleven months ago. Can someone give pointers regards what I should/need to be doing regarding SUMA and Taxes etc.
First I have a car which is four years old come July 17. I had the plates changed to Spanish reg. Just received a letter asking for 90 euros approximately for year 2017.
Q. When do you normally pay car tax? is it annually Jan-Dec or from when the car was reg'd in Spain
Q. The car went through an ITV station last July, do I have to re-submit the car or what?
Second, we obtained residency in February this year. We are both in our mid fifties and financially independent, i.e. we don't work, don't draw down our UK state pensions as we're too young and live off our savings.
We are both still registered with HMRC.
Q, Are we liable for a resident tax or any other taxes on our savings held in a UK bank?
Any advice would be appreciated.
