Yes, the IVTM (car tax) is paid to the municipality the car is registered in. Torrevieja is a lot more expensive than Rojales so you can't pick which town hall to pay the tax to.
When setting the annual tax, they evaluate how many vehicles are registered in the municipality and base the amount on that.

A car is due its first ITV when it is 4 years old.

I think anyone replying would need a bit more information.
Drove from where? Internally in Spain or from another country?
If from another country, is the registration still valid or was it cancelled when the owner left Spain? If it was cancelled you need to re-register it with trafico. If not then the following is the way to do it.

A bit awkward with everything closed now but you should complete a change of address form or "solicitud de cambio de domicilio" with the local trafico department. This then registers the vehicle to the municipality you live in and SUMA (the company that collects these taxes) will send you a bill to that new address and you can pay at a bank or set up a direct debit with SUMA to collect it each year.

If you've already had it registered in your name at the new address then you will automatically be sent a bill at, or about, the end of April.

You can also pay online if the car is registered in your name at your address and you can use the car registration number as the reference.

I went to the UK in my Spanish car in February for 3months and i need to pay the car Suma but dont have a bill or letter,only the last years letter,if i can get a copy of this years bill i could pay it. And now we have lockdown but still want there taxes!!

The bills haven't been sent out in this area yet, I don't know about Torrevieja.
Normally issued between 5th March and 5th May.
However, there is a notice on their website that says "due to the Coronavirus pandemic, notifications of the payment of local taxes have been deferred".
I doesn't say ITVM in particular but notifications normally sent out in March will be delayed until the last week in May.

Looks like a wait and see situation until they actually send them out.

Can anyone give me any info re my Car, I reregistered my English 2017 car on 22 October 2019 and left it at the villa in Quesada. We were there until March 2020, I have just paid my car insurance for the next year But I can’t see on my bank statements any payment of a Road tax although in October 19 I set up a DD at Rojales Suma office. It went through it’s ITV in October 2019 in order to be re registered. It’s a December 2017 model so it’s 3 year MOT had it remained in the UK would not be due yet, but as is been reregistered in Spain a year when will it’s ITV become due. We can’t leave the UK yet due to restrictions with Covid, it’s not parked on the Road, so it’s safe but it would be nice to know when it’s due it’s ITV and if it is due and it is not done, can I get fined like in the uk for not putting it on a SORN? If I can put it on a SORN in Spain how do I do it?...

ITV is due every two years until the car is ten years old, thereafter every year. If you're was done October 2019 then the next one is due October 2021 (as the car is less than ten years old).
