Catastral Value

Does the Catastral value increase every year or is it a static value ?

The value is determined when you buy the property. This is (or should be) revalued every 10 years and either increased or decreased.
If you have any improvements, extensions or whatever done to your property then the value will increase to reflect this.
The coefficient charged on that value can change annually. For example, if your property has been revalued in the last 10 years then the tax to pay will be 1.2% of the cadastral value and then 24% tax to pay on that.

Example, house value 170k, cadastral value 100k. 100 x 1.2% is 1,200 euro. 24% of that is 288 so your IBI should be 288 euro for the year.
If your house hasn't been revalued then the cadastral value will be much lower so cadastral value 50k. Coefficient in this case is 2.4% so that is 1200 and the tax is 288 euro for the year (again).

You should be notified when your property is going to be revalued. We've had our particular property for 11 years and have never received a revaluation notice.

It's the coefficient that can change each year and I think those are the ones being used at the moment.

What, the IBI (council tax)?
Everybody has to pay it every year whether resident or non-resident.

What is the difference between IBI and SUMA and do you pay both???

SUMA is not a tax. SUMA is simply a collection agency in the Alicante region which collects the municipal taxes (council tax, road tax etc) on behalf of the town halls.

IBI is the actual council tax on your property, IVTM is the road tax and both are collected by the SUMA office along with other municipal taxes.

You don't pay an IBI AND a SUMA bill as it is the same thing. They also collect the waste disposal tax, the fees for having a vado permante and others like economic activity taxes which probably won't apply.
