cl@ve - how do i request an invitation letter to register ?

Having gone round in circles for 2 hours to no avail i'm hoping somebody can advise me on how to obtain an electronic ID known as cl@ve.
The first step, as i understand it, is to apply for a "letter of Invitation" but I cannot find the web page that actually allows me to make the letter request in the first place...
Any ideas ?.

Thanks, having read Jim's guide it looks like part of the online system has since been moved or removed because the key hyperlink required is what Jim refers to as....
Click on:Solicitud de carta invitación para registro en Cl@ve con CSVis no longer on the web page and that's probably why i was going around in endless circles looking for it. I'll have to explore further...

After spending hours trying to find the page I needed on the web site I finaly found it filled in the request, it was sent out to me by post. Great, now another several hours trawling through the web dite managed to find the Cl@ve registration page (not where the link sent me) or the info in the letter, then managed to register after 2 separate messages from them giving me codes I managed to register, great. 2 days later I cant now log on because it says my registration is not valid so I just give up.
