We were talking about this with our spanish teacher, who is a spaniard

Apparently you only need to renew your padron every 5 years and they will bring the paperwork to your house and collect it again (or I suppose you can take it to the ayuntamiento yourself) once completed.

You will proberbly need a copy of it if you want to buy a car for example and these have a life of about 3 months. These you can get free if you go to the ayuntamiento
Not forgetting that when you renew your passport you must give them the new number

Hi, we live in El Chaparral Torrevieja our padron was not due for renewal until November 2018 but we had a recorded delivery letter from them asking us to renew within 10 days.So maybe things are changing. No problem it took 10 mins at the padron office, no waiting.

Apparently they have changed the rules for non residents, to renew your Sipp card in Rojales the padron has to be no more than three months old! and the sipp lasts for 6 months so you must renew your padron before you renew your Sipp I believe this is to make sure as many people as possible are registered, for some reason people resident and non resident are not renewing so the council are loosing finance for the area. It is very imoportant for all to renew it.

Strictly speaking, non residents are not legally allowed to register on the padron.
Rojales however, allow (& encourage??) non residents to register, ie; for "temporary sip cards" etc, what implications this may have if the authorities, hacienda etc decide to check & follow up on these registrations for tax purposes & such I would be very wary of.
