WELL LUCKY Rojales residents, can somebody explain why you can be entered on the Padron with just house deeds/rental agreement and your passport. Here in Algorfa you need residencia , passport and house deeds, although how you get a recidencia without being on the Padron confuses me

The official line is that you cannot be on the padron if you are not a resident, however different ayuntamientos have different views on this. The ayuntamientos receive funding from central government for each person on the padron, so it is in their interest to have as many people on the padron as possible.
Torrevieja used to encourage everyone, resident or not, to be on the padron, but after an audit by central government and a very hefty fine they have since deleted all non residents off the padron.

So called "residencia" is actually just having your details held on the central register of aliens, extranjeros, and does not need a padron certificate only proof of income, healthcare cover, and sufficient identification. Again though, different areas have different interpretations of the requirements for entry onto the register. The official line is that if you reside in Spain for 90 days, in one lump, as a day in another country resets the clock, you´re obliged to be entered on the register.

I am in Algorfa and obtained padron to purchase a car no problem without residencia last year. Just been down to renew as we are now appying for residencia - go and see Jose on reception desk he speaks really good English.

You don’t need the Padron to buy a car as a non-resident. just NIE and proof of address. I’ve bought two cars that way.

The problem is that Rojales is going to come unstuck at some point and be fined - and probably have to pay back the government funds its received illegally. As it’s been doing this quite blatantly and for some considerable time, the eventual financial impact on the council will be significant.

On the other hand, Rojales could go broke if no essential public works money is received for the estimated 60% of non-residents.

It is called fiddling/fraud being done by your town hall to get revenue from central government by inflating the number of peopling in that area.

A bit confused by the above replies now . . Who benefits from the Suma money then? You pay that whether youre on the Padron or not . . I thought that was set locally to cover public works etc. (Both property and vehicle Suma) . .
